I liked one horrible yet amusing observation. The Russian equivalents of Ebay are flooded with MREs for sale, even as the Army has none and has requested them from China.

The low point for corruption in Russia in the last 40 years was the last year or two of Eltsyn's botched term. It declined under Eltsyn, and quickly ramped up under Putin. (Appearances can be deceptive. But the gangland style gun battles in Petersburg and Moscow in the mid-late '90s was good grounds for cleaning up the worst of it.)
