The Ukrainians kidnapped and taken to Russia are almost certainly intended for use as human shields. [View all]

Putin and his government have repeatedly accused Ukrainian forces of using civilians as human shields, and we know Putin accuses others of what he's planning to do.
They're apparently kidnapping enough Ukrainians to hold them captive at almost every military installation in Russia that Ukraine (if it can get long range weapons) or NATO might strike.
Editing: See reply 15 below. The Russians are already doing this in occupied territory.
