The chlorine protects your home bottled water from going bad (contamination). Well water doesn't have this benefit, and if the container isn't sterile, you risk having diarrhea and such. And that along with manual filling of a toilet is about as bad as it gets, so folks choose a safe alternative.

If you fill up containers with tap water before the storm hits you won't have a problem.

We have a well. No electric. No water. I do fill both my tubs with water whenever ANY storm is

Agree, that's what we did also. Add a cell phone charger for car or solar, and solar battery charger
