7. Those cell towers are pretty tall in many places. I probably wouldn't look up, either.

Besides, I think the cop was distracted and not really thinking with his big head.

On the other hand, I'm not someone who gets sexual favors outdoors or from anyone not my wife, so...I'd never be spotted in that situation.
