It is in fact never justified to hurt anyone for the harm other people have done to you. Those German women raped by Russian soldiers were not the Germans who invaded Russian or who killed Russians. And I'm sure the raped women and girls didn't get quizzed on whether they were personally supporters of what invading Germans did to Russians either.

Much of the evil of war comes down to treating people as if they are all interchangeable targets, any one of them just as guilty as any other for whatever grudge you hold against some group as a whole.
