Easy for me to say, but perhaps best to make a spectacle right then and there to put a stop to it and shine a spotlight on the perpetrator. Probably also a groomer.

Easy for me to say because it would also attract withering attention on the person (almost always a woman) who was victimized and took action. However, at a dining event like that it is unlikely that any explanation by the asshole would make any kind of sense. If the privileged idiot is dragged by their hand out on the floor, their story would not be believed. "I was sitting eating my dinner and she grabbed my hand and threw me to the ground for no reason at all!"

Failing being able to grab the hand or being unable to defensively retaliate with a slap or something, calling it out then and there, making a huge angry shout and stink would have the effect of forcing shitty dicks back into the shadows. With the ensuing publicity, others may come forward. A hand up a skirt at dinner is unlikely to be the first time it was tried.

Easy for me to say and I have strong sympathy for those who remain silent or only speak up years later. It is so shocking that it is paralyzing in the event and in memory.
