11. My guess is the latter. Clearly Russia can do anything they want because they can do things to us.

The US only attacks other countries when there is no direct risk at home. That will change eventually, but not before it is too late to prevent millions of ours and their deaths. The later we act boldly the higher the stakes in doing anything or nothing.
