make a left. A security guard, as far as he knows, not a uniformed cop.

The driver makes the turn anyway as a security guard is not a cop, and there's no mention in the story there was a sign banning a left turn.

The security guard/uniformed, off-duty cop, decides he has the right to end the guy's life because he made a left turn when told not to.

What the hell is wrong with the screening process of LEO departments. This trigger-happy, obedience obsessed idiot should've never been near a badge and gun.
