I think, though, that what he is saying is that the repukes are all wrong, so wrong that when they "usually are up" at this point in the opposite party's polling, in this case the repukes, they are not performing that way.

He's just trying to tell us what his "wisdom and experience" tells him: parties winning the White House have a fall off in support in the mid terms. I wouldn't take it as proof he is a repuke. He's just imparting his conventional wisdom about what happens to parties in power.
