No one can be compelled to provide aid unless there's a prior relationship (usually as in a doctor/patient or familial relationship). IIRC, there are a couple states that have laws that require a first responder to stop and try to help if they happen upon a scene off duty. It's just that the Supreme Court has found for cops specifically that they cannot be required to provide aid in a given situation.
