Rommunism would build potemkin villages of privatized "charity" to attract funding with charades designed to impress without actually solving problems that create need, for were they to do that, were they to actually give those in need "the fishing pole" instead of just giving them the "fish", what need would there be for those who build "mountains of canned fish" for impressive salaries.
