when we have a for-profit FEMA?
Your house is flooded, you are on the roof, a rescue boat comes......that will be $500 please. Oh, you don't have it on you? How about a credit card? No? Well, maybe a nice charity will show up to help you. Sorry. Really, sorry.
An earthquake hits. You lost everything. You don't even have water. No problem. We'll sell you a bottle of water for $10. Oh, you lost your money too? Too bad.
