Instead of his fake 'relief' rallies, he could have gotten his billionaire backers to put together a sizable relief fund, and donated it to the Red Cross and other relief agencies. That would have served to push his point about private industry being able to supplant FEMA, and it would have made him look generous and above politics. But he and his ilk are too greedy, too self centered, too arrogant, and too stupid to have seen this. If he had personally donated 10 million, and gotten together another 100 or 200 million in pledges (money they are already spending on his lost cause) it would have been all over the news.
