There is a big difference between a subpoena from a grand jury and one from a congressional committee. It involves what branch of government is involved. Congress, of course, is the legislative branch, and has limited options, and primarily count on the executive branch to enforce the subpoena in the judicial branch, as with the J6 Committee with Bannon.

But grand juries -- especially investigative grand juries -- are different in important ways. While they are run by the executive branch (state or federal), they are overseen by a judge. And the judiciary branch recognizes that as such, they are a blend of the two branches, thus having a great deal of power to compell both testimony and documents.
