As they did for the summer recalls, they will scan all the petitions and make them into pdf files that are posted on the Internet. I would not want my license available to anybody from here to Uzbeckistan, but maybe some variation of this would work. On the other hand, let's hope we don't have to go through another recall like this any time soon.
