You might also try a major pharmacy chain like CVS.
Also call his doctor and/or health insurance ASAP. Paxlovid is only good if started in first few days of symptoms.
Then file a complaint with your state medical board against the doctor who refused to prescribe it.

He had symptoms/tested positive/started Paxlovid on July 18th, then tested negative on the 22nd.
