The feds often sue states.
And the states sue the feds.
In that July complaint, the ACLU asked the Justice Department to open a civil rights investigation into DPS.

There was a recent lawsuit. Biden wrote an EO to reverse Trump's immigration policies. Texas sued the feds and a Trump appointed judge blocked Biden's executive order, so "stay in Mexico" remained. The case went to the Supreme Court. Biden won that round on June 30th. But yesterday, one month later, the judge lifted the injunction, so for now "stay in Mexico" is over. However, Texas will appeal, so this is not the end.

With the pandemic, the Trump administration enacted Title 42 with the excuse that the border needed to be closed for public health reasons. So we need to understand the interaction between these two policies because even if there is an end to MPP, Title 42 continues to be operating, Olea said. And most of the individuals that are trying to seek asylum are being rejected, expelled and returned to Mexico. So when we look at the numbers, theres more than two million people impacted by Title 42. On March 4, U.S. District Judge Mark Pittman in Fort Worth ruled in favor of Texas and ordered the Biden administration to stop exempting unaccompanied children from Title 42 expulsions. That same day, a federal appellate court in Washington, D.C., reaffirmed a lower courts ruling in a separate case that its illegal to expel asylum-seeking migrant families to countries where they could be persecuted or tortured.
After the CDC announced that it was letting Title 42 expire, Arizona and 21 other states filed a federal lawsuit on April 3 in the Western District of Louisiana, asking a judge to stop the government from lifting Title 42. Texas filed a separate lawsuit on April 22 seeking the same thing.
Both lawsuits argue the Biden administration violated administrative procedural laws and that if Title 42 is lifted as planned, it could lead to chaos at the border.
On Wednesday, District Judge Robert R. The federal government could arrest him for this. If forced that that is kidnapping, up to Biden.
