....it is actually the other way around.

I'm not so sure Trump is a master conman anymore. I lean more towards the simple maxim
"If you tell a lie big enough and keep repeating it, people will eventually come to believe it."
Some people, at least. Enough people, apparently, especially those who are already not too smart and have strong prejudices.
