What the heck is "soft secession"? [View all]

So I got into a "discussion" with a guy on Facebook. He runs the whole gauntlet of crazy from birther to benghazi. I jokingly told him not to cry too hard on election day. He responded back with something to the effect of "I'm not worried, soft secession is plan B."

Google is little help. It just sends me to crazytown websites. What the hell was this guy talking about?
