When German Chancellor Schröder appeared a little high and said bring me a bottle of beer or I’m going on strike, aside from a funny video, nothing happened. France’s Sarkozy appeared smashed at a press conference. Et alors? And Russian president Yeltsin was ALWAYS drunk on his ass.

This smells of a character assassin looking for a character..
