But these evidence is too damning and that there is no way we don't prosecute him, or at the very least, work out some kind of pardon on this.

I guess our definition of "the will to pursue TFG's crime" is different. I think getting him indicted is part of "the will to pursue TFG's crime", whether the endgame is prison or not.
