My thoughts are:
--if it were a legal matter, he'd be wearing a jacket and tie. Projects power.
--maybe an urgent or unplanned medical thingy
--maybe he's getting lazy/depressed so didn't want to change out of golf clothes, like he normally does, when going from golf place A to golf place B when he's playing both in the same day. NJ to DC is a shorter trip than to/from FL. (yes, his FL place isn't a golf place, but he dresses down while there, but not en route usually)
