They're more worried about looting than drowning, and that is just STUPID!!! I see it here in Texas too. Our first responders might be a little more blunt about it though. When they were going door to door on Galvrston Island evacuating before Hurricane Ike, they carried Sharpies. If people refused to leave they gave them the Sharpie and told them to write their name, Social Security number and next of kin on their arm. Most people got the message and left. Galveston and Harris County (Houston) had only 80 orc so deaths.
