is part of a collection of similarly-themed "online" health/lifestyle e-zines owned by a company started by a guy who apparently used to work for the print versions of mags like "Men's Health", "Prevention", etc. So with that kind of focus, having them dabble into a subject like this can be dodgy.

There have been a number of weather-related calamities this past year that have faded in the background of the news, like those floods and tornadoes in KY and the wildfires of California... or Hurricanes in Puerto Rico and Florida, so inevitably any postal facilities in those areas could be heavily damaged and out of service - at least temporarily.

In the case of the Birmingham Office highlighted in the article, they don't indicate a reason but as a FYI for the state of AL, there is NO "early voting" (in person or by "no excuse" mail ballot) and the "absentee ballot" voting requires one of the listed eligible "excuses", so whatever is going on there, it shouldn't necessarily affect voting but obviously would be an inconvenience for mail deliveries for that part of the city.
