If in theory the House should be approximately representative of the nation at large, if more people in the country voted for Republicans they should probably hold the House. If the GOP lost by 4 million and won the House by 2-3 seats, then sure gerrymanders are the reason. If they win by 2+ million, then that isn't the story.
