The government doesn't own a rocket factory. They've always bought them from the private sector.

You probably didn't know this - I certainly didn't until about two minutes ago - but one of the biggest NASA contractors back in the day was Chrysler. Chrysler rockets were used in Project Mercury, and the first stage of the rocket that lifted Skylab into orbit was a Chrysler.
