If the Repubs expected a big win now, it's because they got overconfident with the 2010 results. The memory of Bush is too strong, and the Tea Party rebranding, while it DID work for some things, gets Democrats out voting because we all think they're going to blow our country up.

If Rove promised them something big, that's his own fault. My guess is that they were laying the groundwork for 2016, and from the popular vote standpoint they managed it.
