...and again. No system is perfect. It should be difficult for dangerous people to easily possess guns (and ammunition).
Lots of people are dangerous before they shoot the gun - and obviously so. Those people should not have easy access to guns. Besides toddlers, I would say that unsupervised teenagers, untrained gun users, diagnosed emotional people, and some convicted criminals.
When you possess a gun, buy a gun, use a gun, or purchase a gun - you should have a license obtained through a process. There are plenty of other ways in addition to a license that would reduce gun deaths, but a license is a good start.
