I guess it very well could if you got the right/wrong administration. I think those of us in states where pot is legal understand that it could still be prosecuted at the federal level. But the federal government could take a different strategy and say if you legalize pot you don't get road or other infrastructure money. I remember when the drinking age was increased to 21, congress mandated that states adopt the federal drinking age or that state would have highway funds withheld.
