The reason for the 2 year max sentence is that the charge was "abusive sexual contact," not rape (despite what the headline reads).

Sex crimes and their punishments are tiered by degrees of severity, both at the federal and state levels. Often, one very defining factor is penetration, no matter how slight in many jurisdictions. Penetration of any cavity, by any appendage of the defendant or by use of any object, is a dividing line that the sicko in this case apparently knew not to cross, in case he was ever found out.

He touched her in private areas, he made her masturbate him, he made her get naked and even got on top of her while naked himself -- but he apparently stopped short of any actual penetration. That is what kept him from being charged with "first degree" criminal sexual conduct, to use a general term.

I wish he could/would be up for a much harsher sentence, as he deserves it. I'm just pointing out why the sentencing seems so disparate -- it's in the tiering structure of the statutes.
