6. Can someone clarify something for me?

I had the impression that this derailment was due in part to Trump's loosening of regulations, but it was suggested to me this evening that this is not the case.

I tried Googling, but I'd value the insight of an actual person with knowledge of the matter.

Can someone help me out?
