For example, particles all around us are experiencing a "quantum leap" from one energy state to another all the time, trillions of times a second, yet "quantum leaps" are so small it takes big sophisticated expensive sensing equipment to detect them.

So Trump is basically saying he's planning to make improvements that are so small they can't be detected by human senses.
