6. Netherland's military aid to Ukraine does not include tanks or APCs

So this equipment is either headed to Poland or it is coming from France, or both. Either way, it is likely related to NATO logistics of some urgency. It is very unusual to see military equipment moving through the Netherlands in broad daylight.
