8. Isn't the extradition process handled by legal teams?

I don't see how the governor could get involved.

In the cases of states protecting abortion providers, those states (like my own NY) have passed laws that specifically protect abortion providers from out if state legal actions. Here in NY, Governor Hochul urged the legislature to pass the protection bill and signed it into law. But, if that law had not been passed, the governor could not, all by herself, have protected NYers from arrest and prosecution by agents from anti abortion states. That's why she promoted passage of the bill and signed it.

The law in NY protects all medical personnel involved in providing abortions, and persons who help with providing information and transportation. It also protects women who come to NY for abortions by preventing prosecutors from having access to the patient's medical information.
