Every time the firearm changes owners the registration is changed, just like the VIN database is.

If the firearm or vehicle is caught doing something wrong, it can be traced back to the PREVIOUS owner.

If that firearm is found at the scene of a crime, the trouble goes back to the last owner. If their last owner did not go online and change the owner, the last owner is in big trouble. Much like someone in a car running over someone and the owner after the fact claiming the car was stolen.

It would slow down the felon in possession of a firearm a lot.
