1. The census bureau still counts many Hispanics as 'WHITE"

if that's how citizens identify themselves. This happens because the census bureau doesn't have a racial category of Hispanic. Hispanic in the buraeucracy's view appears to be a category of group composed of people who speak language variants of Spanish. Racially they may be indigenous peoples (originating in various countries) or descendants of Europeans
