Parts of the Prohibition era come to mind.

An interesting parallel is how much of the organized crime violence in the US has been ethnic as much as profit-driven. From the 19th century, Irish, Italian, Jewish, Chinese, and other immigrant communities, along with African-American communities relocating to escape Jim Crow, had their undergrounds. They usually competed with each other. Indeed, part of the reason the Italian-American Mafia succeeded was its willingness to work with other communities - and that, in turn, is because Lucky Luciano grew up with a couple of Jewish kids named Meyer Lansky and Bugsy Seigel.

Russia is very diverse ethnically; it'll be interesting to see how that all shakes up in the next few years.
