Government can't simultaneously continue selling oil and gas leases on public lands and the Gulf of Mexico and declare an emergency unless it is toothless. An emergency declaration should have some objectives, actions, laws, at the very least a massive awareness campaign that is based on realistic numbers.

Don't see anything like that.
