2. It might be a "cave in", but it was the right thing to have already done, the repubs are just late.

Boehner stated it was "NO", he stayed with it and what he got in return was less seats in the House. And besides Boehner knows there are going to be cuts he does not want to do, this is why the republicans will "cave".
