1. The bond amount was $200K but he would only have to had posted 10%, $20K, in cash.

Usually with a bail bond the remaining amount is secured by some kind of collateral, which would be forfeited if he doesn't show up. I agree that he wasn't threatening to leave the country, but he made it clear that he was capable of doing so. That might be enough to at least require the forfeiture of his passport, at least.
