The point of the post is not to teach the organization of state governments.
Every single point on the proposed license already exists or has previously existed in some form in the US. No state has put together a strict, comprehensive license yet as far as I know.
Read the book and its references.

Most licenses would be state licenses, but it is possible to have a Federal license...
