Putting his name on the list simply reserves the right to call him as a witness.

He has said that there were election lawsuits with his name on them which he did not authorize. That might, or might not, turn out to be a useful fact in one of the prosecutions.

But I don't get where people are getting this "flipped" nonsense.

He has been identified as someone the prosecutor may compel to testify as a witness. That's all.
