They accept you as honorary consul, you send off to the State Dept. for your ID, they check with the country and if it checks out your nice red laminated picture ID card from the State Department. Then you turn around to your DMV, pay the fee for the custom plates (like $10) and -BAM!- you have exactly the credentials that Jill Kelley did.

BTW, I don't know if you caught it but Petraeus swung the honorary consularship for Jill Kelley.
