Looks like a nice upscale neighborhood, although pretty crowded. It seems obvious that the neighbor with the hose engaged in outrageous and probably illegal behavior, for which he will undoubtedly receive the punishment that he deserves. The woman with the dog isn’t quite as clear cut. I have no idea if if this incident was racially motivated. But I have to wonder what would prompt two different neighbors to confront the host about the noise. It’s hard for me to believe that such a distinguished list of party attendees could create so much noise that their neighbors felt compelled to confront them. But you never know.

I had an incident several years ago where a neighboring homeowner decided to rent out his house while he was deployed. One day I heard an incredibly loud band playing in his backyard. I’ve been to concerts that weren’t that loud. The noise was literally painful inside my own house. I finally walked over after several hours and signaled to the band (this was during the height of Covid and I was not going to closely engage people who were not masked). The band signaled to the tenant who said he would ask the band to turn it down. That sort of worked for a couple of hours. Two weeks later it happened again. At that point I called the police. The noise stopped. I’m extremely sensitive to noise, but I could never imagine turning a hose on the neighbors for any reason. This guy was either an arrogant MAGAt or someone who’d been pushed way too far. Time will tell.
