You have Buchanan and Andrew Johnson hanging out that I'd rate below W. Bush. Probably Franklin Pierce and Millard Fillmore as well (I'll also entertain WH Harrison just because a month long presidency is hard to judge above much of anyone).

Definitely Johnson and Buchanan though.
