agree on your assessment of her performance, but we have to work around the entire voting pool. Harris simply could not draw the numbers required, at least as things stand today.
The reasons could be explained by something as simple as the fact that the VP role itself in any administration never really gets any press or attention. Regardless of the reasons, I don't believe she could carry carry enough support to ever pull off a primary victory.
