At the time, he said that if Pence wasn't going to preside over the certification, he was prepared to. He also initially said that he didn't expect Pence to preside (which was why he was preparing), but backtracked on that almost immediately, and said that Pence would be there.

That isn't new information. It was subject of a zillion threads here on DU at the time (and since).

The possibility of Grassley replacing Pence shouldn't have been a surprise to anyone. He was the next in line as the president pro tempore.
