And the context/situation which provoked this statement could just as easily have been in Peru, where a lot of the book is based - not having read the book, I can't say for sure, though.
Here's the longest quote I can find, which adds some context:

Now, when reading the above quote from the book, it looks like it wasn't actually a direct quote, and one would have to read the full context to find out if he actually said it.
Regardless, even if the statement in the OP had "Anon." as the source, it would still have the same universal meaning.
