Let me try again and see if I can make more sense:
Under the statute I cited, an AG has no authority to appoint a special counsel unless conflict of interest is likely to occur.
If the conflict of interest is likely, and if all other conditions under the staute are met, an AG may, at his sole discretion, appoint a special counsel.

I think Garland was given the AG job as consolation for not being allowed on the Supreme Court.

My guess is there are probably not many, if any left at all. Treason of the highest order and the DOJ can't be bothered.
