He supported immigration reform with the Comprehensive Immigration Reform Act of 2007. Both sections of Congress were controlled by Democrats. The bill was introduced and supported by Sen. Ted Kennedy and Majority Leader Reid and Sen. McCain. It did not pass. Why? Liberal Senators and labor unions did not like a few positions in the bill and filibustered it. The House side did not bring it up for a vote. The perfect became the enemy of the good and a good bill died.
